Hierin geeft het instellingsbestuur op een toetsbare manier aan hoe ze de kwaliteit en het niveau van de opleiding zal verbeteren. Vooraleer de Vlaamse Regering een tijdelijke erkenning verleent moet de Erkenningscommissie advies geven of het voorgestelde verbeteringsplan haalbaar en realistisch is.
